Continue the campaign until the Holotable presents the relevant Cycle 5 opportunities. The official answer does not say the bonus must be visible before this point.

Select and finish the Operation named Smugglers’ Manifest. Record the completion result if you have already experienced missing entitlement content.

Complete any Mission
After the Operation, deploy on and complete a Mission. Because Missions advance the Cycle, finish any Den decisions you need before deployment.
